I think ISD facilities r not available now in all phones.  I read in Newspaper that Govt. decided to ban ISD facility to all phones to restrict such unwanted calls.  Those who request for ISD only will be given the facility.

The call could be from a terrorist group, which might land you in unnecessary problems. The thumb rule, one should follow, would be to ignore the calls, if one does not know the number / caller.
