forall and when statements in domain file

Hi,

Is it possible to use "forall" in effect and precondition statements as well as conditional effects ("when") with ROSPlan? These are standard syntax with many of the supported planners, but I get a message from the knowledge base stating that "not implemented forall" and "not implemented cond" when I try to use them. What are the consequences of ignoring these warnings? Thanks!
