***Letter from RCC President***
Dear Rosewood Community Residents:
The Rosewood Community Council (“RCC”) is in the process of amending
its Constitution. The current Constitution is dated and in need of
updating to best set the parameters of the organization and to reflect
the ever-changing characteristics of the Rosewood Community.
Both a proposed Constitution and a red-lined version reflecting each
proposed change may be found on our website,
www.Rosewood29205.org.
Nevertheless, in order to keep the Community as fully informed as
possible and to solicit as much input and feedback as possible, listed
below are the proposed changes to the RCC Constitution:
Membership is open to property owners and residents who attend one
monthly meeting per twelve month period. After twelve consecutive
missed meetings, a member will be deemed inactive. Upon attending
another meeting, however, the member will be active and will be
eligible to vote in following meetings.
Officers will be nominated in September of each year and elected in
October of each year. Terms of office shall be one year two years
beginning each January 1.
Following the terms of current officers, subsequent officers will be
subject to three-term limits (6 years). If a position is not
otherwise able to be filled, however, a current officer may continue
to serve.
Executive Committee shall be comprised of up to five at-large members
representing the five recognized Rosewood neighborhoods [see below].
All members of the Executive board must have their primary residence
in Rosewood. At-large members shall be approved each January by the
Officers for terms beginning upon approval at the first January
general meeting.
Four neighborhoods are as follows:
Central Rosewood
Edisto Court
Hemphill
South Kilbourne
Rosewood Hills?
Any neighborhood can subdivide or otherwise change boundaries or form
pending majority vote at an RCC general meeting. The RCC Constitution
shall be updated to reflect such changes without going through the
amendment process.
Instead of standing committees, committees shall be created and
dissolved by the Executive Committee in accordance with the best
interests of Rosewood.
Officers may be removed from the Executive Committee for misconduct in
office, missing four consecutive meetings without good cause, or for
conduct reflecting poorly upon RCC. Executive Committee members may
participate in meetings via telephone or other similar technology.
A voting quorum shall consist of 15 active members.

I encourage each of you to come to the Rosewood Community Council
meeting on July17 at 6:30 p.m. at the Owens-Field airport. Even if
you never been to a meeting before, you are welcome to voice your
opinion on these proposed amendments or on any other agenda item, and
you will be a full-voting member for the August meeting.

***Crime***
NOTE: All patrolling units have been made aware of this situation.
A black man on a red bike stopped a woman around 6pm last Thursday at
Donn's Salon on the corner of Harden and Blossom last week as she and
her toddler were getting out of her car. He told her she had sparks
coming from the back of her car and wanted her to get back in and
crank it up. She told him her husband would handle it. Needless to say
the car had no problems.
