I also wanted to raise the same questions but apparently the people who had joined online were not given a chance to ask or speak(my hand was kept raised for the entire meeting but no one gave a chance to speak). Neither were they asked for any vote to agree on additional payment. I have the following questions for MC:
1) what action did the mc  take when the technical committee had raised concerns on the quality of work
2) why wasn’t the work stalled when there were concerns on the poor workmanship and contractor taken to task
3) why wasn’t a sgm called when the costs were already overrun by over 10%, why did we wait for this to come to 100%. Payments against project follow a certain milestone completion, if milestones weren’t being achieved,  how can the payment be kept on releasing? 
4) what is the assurance that paying this extra money will set things in order
5) if the new audit sub committee finds fault in the earlier work, what is the guarantee that the contractor will be ready to pay penalties. 
6) in the event we have to go through the legal route against the contractor, how are we planning to fund the legal expenses.

I second the thought that residents shouldn’t be asked to pay additional money until we have resolved the prior funding expenses. 100% over run is not an acceptable budget overrun by any standards that too within 1-2years of project execution.

Agree with Mr. Munshi, in past he has raised doubt about quality of civil work carried out by this contractor M/S Hi Tech. Cost may over run 5% to 7% that is acceptable but over 70L ?  

Do not agree for additional payment without proper invstigtion and audit about followings,  
a. His quality of work.
b. Process of work.
c. His claim of additonal work.

Request to carry out proper audit to the satisfaction of residents before asking for additional payment of Rs 20000/owner. 

Also, speed breakers are too high. Speed breakers are not at all needed around the corners  and some of them are already developing cracks.

Suddenly the issue of non submission of written report becomes paramount, despite trailing mails,

Important issues are, Lack of supervision by Contractor, Not following standard civil engg practices like proper curing, cutting of expansion joints in stipulated time (less than 24 hrs required Instead of one to two months in our contractors case).

Suggestion of experts to stop further work on completion of Podium work pending rectification of deficiencies was not agreed by MC. Had that been agreed upon we would not have been in current situation.Another recommendation to appoint Independent Quality Auditor as per my trailing mail dated 21 Sep 2022- Still under discussion
Stamp concreting work  is inordinately delayed causing hardship to resident,s but only non submission by experts of written reports is only issue for MC. Due to such an attitude only residents are reluctant to volunteer .

Dear all,

There have been many mails by residents expressing concern about the expenditure that has been incurred on major repair works.

As briefly mentioned during the SGM, all the expenses that were presented on the screen were not related to the concretisation work being carried out but probably the way the presentation was made it has led to that impression.

As suggested by some residents we shall be reworking the presentation to show better demarcation/breakup of Project costs and Regular Maintenance costs. We intend to do this in the soon to be called SGM for approval of appointment of an auditor for the works done by Hi-Tech. We have already formed an audit committee consisting of RW residents and await their inputs.

Also pls note that it will not be possible to postpone the Due Date for payment of adhoc charges of Rs 20000/- beyond Feb 28th, 2023 as cash inflows are required for payments to regular vendors as well.

Due to  medical exengency i was unable to attend  SGM on 05Feb. 

Today received 20K invoice, seems it is increase in  almost 33% repair cost that to in less than 6 months time?

Hope  contractor is covering all deficiencies noted in previous scope and no new scope added??

Appreciate if MC can get the milestone wise cost structure published along with deficiencies noted and its contractual obligation against all pending work that  will help us understand better .

I think before we go ahead with any such step, we should again call for a SGM as the results findings and the recourse for us on penalising Hi - tech should be well established with the contractual terms and conditions with timelines .

Thanks for your mail today morning Uday.

Would request everyone on this mail group to read the mails sent earlier by Balwinder and I.

In my mail I have clearly mentioned that the MC is cognizant of the residents' concerns and will be calling for another SGM after the audit committee (Nattu, Manoj Nema, Ashwini Munshi, Ajay Sharma and Raghu) gives us feedback on auditor appointment. Also, I had mentioned that the way the earlier presentation was made in the SGM gave the impression of a massive cost escalation in the project (which is not the case) and we intend to correct that perception in the second SGM.

Also, Balwinder made the effort to come to the society office last Sunday to clear his doubts which he had just like so many others who have been sending mails. And post that, very appreciably, he sent out a mail trying to explain in part how the costs borne last year need to be broken under various Heads and the word "escalation" might be improper to use.

The MC will make a detailed and better presentation to clear the perception of residents in the second SGM soon.

Many residents have already paid the Rs 20k adhoc payment and we would request residents to keep making the payment as we currently need cash flows for regular payments and functioning of the society.

MC - Suggest we call another SGM for closing on final views of residents. Personally I support whatever amount adhoc amount needed.

These mail exchanges don't help the issue. We have to find practical solution to the issue. While doing so we have to be cognizant that MC and other active members invested their personal time for a common issue with right intent. Which in hindsight may be off expectation.

Together we have to salvage the situation without casting aspersion or being armchair critic. Suggestions for solution is the need of hour. I support constitution of internal committee with Nattu and others/audit committee/ resolution incl 20k etc.

It's quite tough to execute things especially of this scale, people who have done that will appreciate this aspect

We are already overburdened with huge escalation and on top of that there is a interest liability for delayed payment. without having details of cost escalation with justification, there should not be any ask of such oayment.
