Groovy specs on REP003

http://ros.org/reps/rep-0003.html#groovy-galapagos-aug-2012 states that Groovy will be released in August (which is contrary to http://ros.org/wiki/groovy/Planning), we probably want to update that.

Also, Oneiric is mentioned as a supported platform but I guess we just want to support the latest LTS and latest non-LTS release which means Precise and Quantal in that case.

We also need to specify the minimum Python and Boost (1.46 ?)
