SIG for rqt (aka ROS GUI) developers and users

This ML supersedes ros-sig-gui http://code.ros.org/lurker/list/ros-sig-gui.en.html (SIG for GUI in ROS, Robot Operating System), because not having "rqt" in the account name of ML is not very intuitive now that the name of the targeted component has changed to rqt from ROS GUI.
