Problem with addons

I'm new in labview and currently I downloaded this repo from github , unzipping it and moving it to user.lib. But can't find ROSForLabview icon in addons.

My labview's version is 2019(32 bits) and below is the picture.

Good morning - first - this software is very old and out of date (and only supports ROS1) so use with caution.  second, if you put it in your user.lib, it will show up in your user library not your addons library - and only after you restart labview.  I hope that helps.
