Notice: perception_pcl and pcl_* ABI breakage

Hello Developers,

The ROS PCL Maintainers are expecting to shift towards more active
development of perception_pcl and the assorted pcl_* packages during the
Jade release. This will allow us to fix some long-term issues, however
we expect that there will be some ABI breakage during this release cycle.

Please let us know as soon as possible of any concerns.

BTW, if you use pcl_* packages to just parse a PointCloud2 or transform it, you can now use pure ROS solutions:
