new fiducial messages proposal

There is a new proposal to add fiducial messages to the sensor_msgs package.

I agree with the idea of standardizing these messages, but feel strongly that a review by the ROS drivers community is needed.

Those wanting to participate should feel free to comment on the github issue, or to raise broader questions here on the mailing list.
