New base docker images

Hi Everyone,

We've homogenized the docker base image creation script for alternative architectures. It's available in this branch at the moment; https://github.com/osrf/ubuntu_32bit-docker/pull/1

The main thing to note is if you're using the docker image `osrf/ubuntu_32bit` you should switch to `osrf/ubuntu_i386`

That script also now has the ability to generate armhf, arm64 and debian targets.
