WebOOT tutorial

Dear (potential) WebOOT users,

WebOOT (https://github.com/rootpy/WebOOT) now has a 10-min tutorial online (https://weboot.readthedocs.org/)

Grab the latest version from github, then head over to the tutorial.

Please report any issues on github and extend the tutorial to cover WebOOT features not currently shown.

One thing I should point out is that the `weboot` command is not yet implemented (see https://github.com/rootpy/WebOOT/issues/95),

at the moment you should start the tutorial using these commands:

cd docs/data/

pserve --reload ../../development.ini
