Jsst checked in final change to support rule priorities. This cuts
down the number of evaluated rules very significantly.
I am adding some more decision table examples and was wondering if
rule priorities ought to be be inferred from their table positions
(high priority at the top? or at the bottom?)
If you have any preferences, let's discuss it before the next release.
