Ceph health in warning state and OSDs are down (PVCs in pending state)

I have deployed rook-ceph v.14.2.5 and I often deal with problems the the rook-ceph health, I have exec in the toolbox pod and check the ceph status which is in warning state ( too fews PGs per OSD 12< min30) and giving the command ceph osd tree I had 5 OSDs down out of 6, I hard rebooted one of my cluster nodes (openstack instances) and now have 2 OSDs down of 6. Does anyone know how Ι can restore the OSDs in order not to do hard reboots in my cluster nodes.

My cluster nodes are ubuntu 18.04
