About the European Academic Network for Romani Studies
The overall aim of the network is to facilitate intercultural dialogue and support efforts towards the social inclusion of Romani citizens in Europe. The project will raise the visibility of existing research and foster cooperation with policymakers, by providing evidence for better conceived policy initiatives. One of its key roles will be to provide references and guidance to policymakers and young researchers.
The network will involve recognised academics working on Romani studies, as well as junior researchers. It will establish close co-operation with civil society organisations and policymakers.
Activities of the network will mainly consist of: an annual scientific conference gathering the network members and smaller seminars; a database of relevant research, an annual publication; a website, etc. They be defined and steered by the Scientific Committee of the network.
In order to achieve these goals, the European Academic Network for Romani Studies is looking for a secretary who will ensure the development of the network’s activities in close co-operation with its Scientific Committee.
Selection criteria
- Professional background and experience: Candidates should have a good understanding of issues linked to Romani Studies (at least proved by an MA). Candidates will ideally be post-doctorate researchers.
- Communication and management skills: A record of experience in the organisation of events and the management of communication will be required. The secretary will be in charge of organising communication with and among the members of the network (editing a newsletter, etc.), maintaining a database of members and of new applications, and organising activities (eg contacting speakers, sending invitations for conferences, gathering material for publications, etc.) with the support of a secretarial assistant of the Council of Europe.
- Language proficiency: Required are a very good level of English and at least good skills in a second language, Romani being a particular asset. Good working level in additional languages would be an advantage.
- Strong negotiating capacities, good listening and communication skills, ability to speak the languages of both people and institutions and to interact effectively with them.
- Ability to prepare assessment reports on the implementation of the activities.
- Availability to travel for relatively short periods of time (2-4 days at a time) for the meetings and events.
Selection procedure
All applications will be examined by officials of the European Commission and the Council of Europe and a short list will be established. Additional information may be requested and/or phone interviews carried out with shortlisted candidates for a final selection.
The selected candidate will receive a consultant contract for an initial trial period from 1 June 2011 to 31 December 2011 which will subsequently be extended for the duration of the project on the basis of the fulfilment of the consultant’s obligations and the assessment of the progress reports on the implementation of the activities.
Financial conditions
The work of the secretary is in principle a home-based and part-time activity (50%). The monthly fee amounts to €2,000 for the performance of the work and is intended to cover communication expenses (telephone, internet connection, stationery, mail). The Secretary will benefit from a secretarial assistance (50% part-time as well) based/located at the Council of Europe Headquarters in Strasbourg, France.
Travel and subsistence expenses will be covered for the meetings and events organised within the framework of the activities of the European Academic Network on Romani Studies, upon prior approval by the Secretariat of the Council of Europe.
