Windows 11 insider build 22000.132, released on August 12, 2021, introduced an update to Snip & Sketch that renames it to Snipping Tool and ports it to WinUI 3.0 and brings an interface closer to the legacy Snipping Tool. The legacy snipping tool was removed with this build.[9][10][11] Since the update on March 14, 2023, Snipping Tool has another function; you can make screen recordings.[12]
Basically, for several reasons, in vista/windows 7 64-bit OS'es when a 32 bit application try to access to C:\Windows\System32\ it is automatically redirected to the folder called C:\Windows\SysWOW64\. Hence, you cannot start snippingtool.exe because it is not present in that folder.

Markup and other editing capabilities are also easy and powerful. Do the 30 day free trial and you'll have no problem spending the $50 for a license.

In this case, the key PrtScn on the keyboard can capture the screen to the clipboard, except it won't capture the mouse pointer, which is sometimes wanted...
At my job, I'm stuck with the snipping tool -- not allowed to install anything else. I came up with a work-around using a special PPT file and the MS Office Picture Manager that allows me to insert mouse pointer, cursor and annotations (a la SnagIt).
