Buying Rocstas of the internet

Hi everyone site has been quiet for sometime ,

have come across some very interesting people with my dealings in
Rocstas from all walks of life but at the moment I have a bit of a
problem with an Ebay win , and I have bought 18 Rocstas off ebay to
date and have bought more than 40 of them in total ,

I bid and won a Rocsta last week ,

The advert stated reg number being transferred , was offered for sale
with no MOT or TAX could fix it off-road it or use as donor and it
needs towed away fair play so far , but I have transferred reg numbers
myself and I am sure both vehicles need to be MOTed if no MOT on the
one that the reg is coming off it is marked as scrapped with DVLA

problem is seller will not give me the new reg number or V5 ref number
if it has one , I had offered a deposit on receiving the mentioned but
seller is insisting I pay a deposit before he gives me any information
of any kind as I may do a DVLA vehicle check ,

any suggestions on what to do , the Rocsta will no doubt reappear on
Ebay ,
