Question about universal compaction examples

Hi Team, 

In the example of "Compaction Triggered by number of sorted runs while respecting size_ratio", it makes no compaction for "1 2 3 4 16". But according to my understanding, because "16/(1+2+3+4) > 1", it needs to compact to "10 16". In another example, the same situation also occurs.

Is my understanding wrong? Or are there some mistakes in the documents?

Sorry, the second example link should be this. In my understanding, it should be "1 2 3 4 5 6 7 55 => 28 55"
