Trail Closure Policy

Thanks for posting this proposal. It is definitely a good step. I would add that closure plans should be posted at the trail at least two weeks prior to the actual closure.

Since trails in our region are governed by several different municipalities and government agencies who will coordinate this effort of the RCA to get adoption of this policy by the appropriate org?

You are right, Richard - there are too many involved agencies.  Perhaps RCA can partner with an NGO like the Sierra Club or an agency like GTC to create a liaison for all of the controlling municipalities and organizations?

Action is not sustainable by a volunteer organization.  Each controlling agency needs to have a policy to follow. The GTC may be able to get the agencies to adopt a written policy. We should start with GTC input. Then just like road hazard notice to the proper agency, action usually takes place.

The original purpose behind this policy proposal was to keep the trail right of ways accessible in the City of Rochester, both for the River Trail dam section and for future "ROC the Riverway" construction projects.  While a county wide policy would be desirable, I suggest that we start with the City. It's an easier lift politically and the urgency is more immediate.

Something else I'd like to see clearly defined is the process for individual cyclists to report a violation if one is observed. In the absence of the responsible organization(s) stepping up, there needs to be a relatively painless way of making sure action is taken expediently.

Sorry for the delay in getting back to everyone on this- I just got back from extended travelling.  

First- Jackie, GREAT JOB!  It's obvious you put a lot of thought into your proposal.  

I've attached a proposed revision that shortens the language somewhat and adds some "asks".  I figure that we may as well ask for as many considerations as possible since it will certainly get shortened down if adopted.  

Please provide input, and we can discuss further at the next RCA meeting.

I can't guarantee I'll be there. Unfortunately, there are other regular activities I'm interested in happening on the third Thursday of the month and I've been coming to these RCA meetings for about the last year and a half with little to show for it. The lack of support I received with the bell ticket after my encounter with RPD a couple months ago (that was subsequently thrown out) was the straw that broke the camel's back. I'll stay on this email list, but I probably won't be attending any future meetings.
