Thanks for posting this proposal. It is definitely a good step. I would add that closure plans should be posted at the trail at least two weeks prior to the actual closure.

Action is not sustainable by a volunteer organization. Each controlling agency needs to have a policy to follow. The GTC may be able to get the agencies to adopt a written policy. We should start with GTC input. Then just like road hazard notice to the proper agency, action usually takes place.
You are right, Richard - there are too many involved agencies. Perhaps RCA can partner with an NGO like the Sierra Club or an agency like GTC to create a liaison for all of the controlling municipalities and organizations?

Something else I'd like to see clearly defined is the process for individual cyclists to report a violation if one is observed. In the absence of the responsible organization(s) stepping up, there needs to be a relatively painless way of making sure action is taken expediently.
