Passing this along from Daniel Convissor (Bike Tarrytown):

Making sure you're aware of the Governor's problematic e-bike
"legalization" proposal that's in the Executive Budget.  Outline is in
the forwarded email, below.

The budget is being finalized this week.  This horrible language needs
to be taken out.

Been nudging our local legislators, one of whom is the Senate's Majority
Leader, but haven't received definitive word on the status.

Make sure to contact your legislators ASAP.

Dear Senators & Assembly Members:

A quick email before my kids get home.

Please strike the e-bike / scooter language from the Executive Budget.

While NY urgently needs to legalize Class 1 ("pedal assist") e-bikes,
the Governor's language is dangerous and problematic.

* Current law requires people driving to yield to people cycling and
walking.  The bill flips that for e-bikes and scooters.

* A town by town approach means e-bikes can't be used for transportation
because of potential bans on a various routes

* Requiring reflective clothing is absurd victim blaming
