Is it really illegal to park in bike lanes?  This is why MCDOT rejects them, because shoulders on county roads need to provide multiple uses.  Maybe we need a Miss Manners for thoughtful and dignified transportation-related behavior!

Good luck. I've scolded several people already for parking in it while
waiting to pick up people coming out of the war memorial, with a half dozen
RPD officers 50 feet away directing traffic. All they'll do is tell you to
call 311 and pass the buck to parking enforcement. Bollards won't help if
there isn't any enforcement. <

All of the civil and potentially criminal liabilities aside, you'd have
better luck and achieve quicker results by taking a page out of the "Stop a
Douchebag <

100% illegal. No matter where you are it's against the law. Good video on the topic: https://youtu.be/miMd5-2NLk8

100% illegal mean no loading or unloading passengers or material, which I think is over the top, but as you see, some of the cyclists will not share.

The notion that cyclists should be expected to share a bike lane (not a sharrow) with cars parked in it is beyond infuriating. Coming from a self-described cycling advocate like Richard, it is extremely disappointing to read.

It is a new facility to drivers so there is a learning curve, your should learn to explain, not scolded, you scold children.

Fake news. Between the road markings and no parking signs, the majority of people parking in the bike lane are completely aware they're not supposed to park in it. The reality here is they don't care because they know they'll get away with it. Dismissing this problem as a "learning curve" is an excuse to justify the indifference (or inattentiveness) of bad drivers. When the paint marking the bike lane has been worn away a year or two from cars driving/parking in it, I'm going to remind everyone that it could have been avoided if we had actually done something now (like scolding people who park in the bike lane and advocating for enforcement) instead of making excuses for people parking where they shouldn't.

Chris, please show a little respect here. Richard DeSarra has been advocating for cycling in this community since before most of us were born, and has accomplished more over the past half century than the rest of us combined, with the exception of Harvey Botzman. I’ve learned a lot from him, and one of the things that has most impressed me is that he does this not by demonizing others, but by educating, organizing and influencing. We’re all on the same team here, advocating for the same cause. We can agree that we don’t want a line of cars parked in a bike lane on a regular basis, and also allow that changing human human behavior takes time and multiple approaches. There’s nothing to be gained from attacking each other. Let’s work together to keep things moving in the right direction.

I'm attacking his piss poor and (as a cyclist) borderline offensive statement that cyclists should share bike lanes with parked cars, not his character. I'm well aware of his advocacy and legacy, and I expect better from him. There's nothing demonizing about pointing out the indifference of bad drivers who know better, nor is holding them accountable for their actions. If I can't hold cycling advocates here to a standard regarding bike lanes (something we should all be on the same page in the first place as a cycling advocacy organization that focuses on infrastructure issues) without it somehow being interpreted as disrespectful, we're absolutely not on the same team and I'll respectfully part ways now instead of continuing to waste the time and energy to explain something so elementary amongst adults who should know better.

Suffice to say, I am thoroughly disgusted by some of the comments here.
