I. Call to Order: 7:00, by Scott MacRae, Chair.
II. III. Agenda: & Reports
4 to 6 p.m. Tuesday, May 1 at the Joseph A. Floreano Rochester Riverside Convention Center, 123 E. Main St. second ROC the Riverway Public Input session.1. $50,000,000 for the Riverway redevelopment.
2. Scott MacRae met with:
a. Ann Kress
1) Discussed separate bike and pedestrian lanes on the Broad Street Bridge.
2) Protected bike lanes on streets between Court St. & High Falls.
3) Financing of the Trail using the Roc the River Trail funds.
c. Robert J. (Bob) Duffy, Nicole? ….
d. Scott is trying to build a consensus for separated bike/ped lanes on the Broad St. Bridge and protected on street bike lanes.
3. Bill Collins
a. Roc the River has scheduled 3 community sessions information sessions:
1) young professions (attended by Brenden);
2) community leaders (attended by Bruce & Bill);
3) developers.
b. Other community leaders felt bicycling & pedestrian facilities (b-ped) are important to the success of Roc the River project.
c. Implementation strategy is based on completing phases of the project.
1) B-ped projects are not in the first phase of construction/implementation.
2) RCA consensus opinion: taking the top off Broad St should be a low priority.
4. Consensus of members is the RCA should have a one view & voice for each of the project in each phase of the Roc the River project.
5. RCA Roc the River Sub-Committee
a. Prioritize the importance, for bicyclists & pedestrians the list of potential projects for Court St. to High Falls, Roc the River project/program.

B. Slow Roll & Conkey Cruisers Rides
1. No slow roll/slow ride information from Theresa Bowick as of April 2018 RCA meeting.”
2. City of Rochester will contract with Conkey Cruisers for the 2018 Rochester Slow “Ride.”
3. “Slow Roll” is a franchised trademarked bicycle ride/event.
C. RR/RCA Merger
1. The RCA committee members are meeting with Reconnect Rochester’s committee members.
2. A draft agreement should be finished by the end of July 2018.
D. Unity Rides & Ride Of Silence
1. Thursdays, Unity Ride, starting at Bulls Head Shopping Plaza. See below F. 1. b. 3).

E. Bicycle Lane Parking
1. Broad St. Bridge
a. Bollards on Broad St. Bridge to create a protected bike lane will be on the street of 4/18/19
b. Restripe road & dedicated parking on one side of the road.
c. No parking on north side of the Bridge.
e. Mayor’s Chief of Staff Alex Yudelson & Director of Parking Laura Miller will be working on the parking in bicycle lanes problem & the enforcement of relevant statutes
1) The city is planning a public campaign concerning no parking in bike lanes
2) Code Enforcement Officers will be the primary persons applying parking in bicycle lanes rules/regs.
2. Call 311 to motor vehicles parking in bicycle lanes:
a. State to the 311 operator or answering machine "this is a safety hazard that might result in a crash”
1) Do not report a crash if one has not occurred; emphasize “might” in your report and request the officer responding to ticket the motor vehicle parked since it is a safety hazard to park in bicycle lanes.
b. If you reach the 311 answering machine then report the situation to 911, Once again:

3. Bill Collins: a model amendment to the city code regarding motor vehicle parking in bicycle lanes:
a. Brendan Ryan suggested combining all laws, rules, & regulations regarding bicycles, bicycling, & bicyclists to be consolidated under a separate Title in the City Code;
b. Discussion of various ideas to induce under this title;
c. Discussion of potential Council members who might be willing to introduce these (the no parking in bicycle lanes amendment & the consolidation of bicycle related laws, rules, & regulations) changes to the City Code
4. Susan Levine met with Councilman Mitch Gruber meeting.
a. Mention the problem of motor vehicles parked in the bicycle lanes and
b. The need for enforcing no parking in bicycle lanes with summons/citations.
F. Bike Week/Bike to School Day/Bike to Work Day (BW)
1. Jesse Peers Reporting
a. May 9-20, 2018.
b. Calendar coming together
1) Every day during the week will have at least one bicycling activity.
2) RCA approves of multiple events each night.
3) Unity ride: Kecia McCollough & Karen Rogers will be the leaders of this Ride while Adam MacFadden is campaigning for the Congressional District 25 nomination.
c. Marketing Bike Week/Bike to School Day/Bike to Work Day
1) Doug Kelley will provide a media release.
2) City of Rochester will provide basic media relations using the RCA’s Bike Week Calendar & Media Release.
3) Superintendent Supt of Schools, Chief of Police, RCSD Director of Physical Ed. & Health Carlos Cotto and other central administrators will bike from School 23 during Bike to School Day.
4) John Lam:
a) It is important to use social media, particularly Facebook to invite ‘Facebook friends’ to attend events.
b) Facebook will allow this type of solicitation, i. e., inviting personal ‘Facebook friends’ to attend BW events or look at the RCA Bike Week Calendar & the City’s Bike Week Calendar.
c) We might be able to obtain data on the the number of people going to the Calendar, City Calendar, the event’s Facebook or web site, & the event itself to make the case for additional fiscal support from the City, County, businesses, or private entities.
d. Take photos
1) At every BW/BtS/BtW event; more is better than fewer photos.
2) If possible use a camera rather than a cell phone unless it is a cell phone producing high resolution images.
3) Take pictures with bicyclists riding towards you.
4) Or at a ~45° angle from the bicyclist traveling towards the photographer.
5) Group pictures.
6) Use care when taking pictures of children & teenagers under 18 years of age,
a) Ask for their names, & contact information (phone #, email address, etc.) & if a parent or guardian is nearby to give permission to post the picture of the child or teenager under 18 years of age.
b) Oral permission may be OK; if possible obtain the name of the parent or guardian.
G. Bicycle Safety Classes/Smart Cycling Classes
1. Jesse Peers giving classes at UofR, MCC, & Nazareth.
a. April 24, Jesse speaking at Nazareth.
b. April 24, continuing on the 28th, RBC Bicycle Safety Clinic, Tracy & Andy.
c. May Brighton Recreation Center.
d. Successful Smart Cycling class: April 4-5, Artisan Church (very cold weather) 10 bicyclists trained.
2: Doug Kelley & Karen Rogers talked to elementary school teachers at an RCSD Inservice Education day.
3. April 1, 2018, Jesse Peers spoke on bicycle safety education to the Ontario County Traffic Safety Committee.
4. Dave Smith, Captain, RPD Central Section, Sibley Building, might be the RCA’s contact person.
a. Enforcement of bicycling laws, rules, & regulations is a problem; see letter C.
H. Traffic Safety Education Campaign
1. Jesse Peers & Richard DeSarra Reporting
a. Rich DeSarra is a member of this committee.
2. Creating a bicycling safety advertising campaign.
3. Supporting Organizations: Common Ground (formerly FLHSA); Causewave Community Partners (formerly the Ad Council); United Way; City of Rochester; Monroe County Traffic Safety Committee; MVP Health.
4. NYBC, RCA & RBC logos will be on the advertisements?
I. Broad St. 2-way conversion between Clinton & South
1. Brendan will describe the problem for bicyclists & and a solution as a plan to improve bicycle transportation and adhere to the principals (& laws) of Complete Streets and Active Transportation.
2. The plan will be publicized via RCA, RR, RBC, GVCC, Huggers, Rochester Bike Kids, Black Girls Do Bike, etc. to educate the public and City/County/State officials.
3. The “plan” may be available at the end of the April.
J. Rochester Women’s Bike Festival
a. Mothers who bicycle;
b. Women who are professionals, employees, and in managerial positions who bicycle;
c. Women seeking to improve their health using outdoor activities;
d. Women who do not presently bicycle but want additional information about bicycling.
IV New Business
A. Blue zones
1. Definition: Blue Zones are locations on Earth “where people live the longest and healthiest.”
2. Originally in: Okinawa, Japan; Sardinia, Italy; Nicoya, Costa Rica; Ikaria, Greece, and Loma Linda, California
4. Principals of “Blue Zones” eating & living lifestyle applied to 4 communities:
a. Beach Cities, California; Albert Lea, Minnesota; Spencer, Iowa; Waterloo, Iowa
b. with significant reductions in obesity, tobacco use, health care claims; quality of life issues, etc.
