Rochester Cycling Alliance minutes, 21 July 2016
Minutes recorded by Doug Kelley.

Present: Scott M, Chris, Jesse, Doug, Richard, Harvey, John L, Brendan

1.  Reconnect Rochester PT hire - bike corral - Richard and Scott M
Part-time position to be based at Hungerford Building at Rochester Museum and Science Center and to begin 1 September. Maybe RCA could contract that person to help with our projects (e.g. bike corrals)? RCA and Reconnect working together might have greater leverage when approaching government, public, and private organizations to suggest change. Scott M spoke with Mike Governale (Reconnect) and consultant Carol Love, who might be a resource.

2.  City Bike Sharing - Richard and Scott M
Request for proposals is out, Democrat & Chronicle editorial urged applications.

3.  City & GTC bike count  - Richard
Calls for new technology to count bikes and pedestrians. GRIDSMART fish-eye camera with image processing, plus MicroRadar ground-embedded system for detecting bikes in bike lanes. Camera system worked well, and can do double-duty as controller for traffic switching. Some cities have mined Strava data for traffic planning. We hope GTC would fund the program in Rochester in 2017. With $20k grant implemented both radar and cameras at five intersections.
—> Idea: campaign in which citizens donate cameras for their local neighborhoods. (How much does one camera cost?)

4.  FLHSA & City Motorist & Cyclist Education Program - Richard and Scott M
New FLHSA hire Mike Bulger may get involved with bikes. Hopes to develop education plan for motorists and cyclists, met with Erik Frisch and got endorsement. Meeting next Friday will convene Traffic Safety Education Campaign Working Group. RCA has funds from 2013 Active Transportation Summit which involved many of the same players and may want to donate to the new effort. Houston, TX has online bike safety training for $35. Can we get Rochester Police Department involved? Let's promote the Women’s Safe Cycling Summit!
—> Doug will post a link on the RCA website. (But do we still want a link if the training isn’t free?)
—> Richard and Scott M will speak up at the meeting.

5.  GTC promoting Towns implementation off their bike plans - Richard
Many towns slow to implement bike plans. Greece implementing some. No word yet from Chili, though the town supervisor seems supportive. Henrietta hasn’t taken action yet. Brighton doing great. Pittsford, Irondequoit plans still in development. Penfield plan just completed. Every new development in Pittsford is required to include green space and walking trails. Town is now implementing a plan to connect them, and Supervisor Bill Smith is very supportive. Richard would like Jim Sack (GTC) to lead in asking the towns for accountability, since GTC provided funding for the plans.

6.  LAB visit to City for BFC - Richard, John Lam
Steve Clark, Director of Bike Friendly Communities (BFC) Program at League of American Bicyclists (LAB), came to Rochester and participated in a ride around town. John and Brendan were present. Steve gave a talk. City considering applying for Silver status with LAB, and Steve encouraged it. Application due in August. Erik wants letters of support by 3 August, and RCA should send one.

7.  Quick debrief for Corn Hill Festival and new RCA T shirts
Good work, team! Sold 3 t-shirts so far. We need more signs around Corn Hill Fest so riders can find us. Two more signs like the ones Kristana bought?
—> Harvey will write Wegman’s to request old sandwich-board signs.
—> Doug will work on an online system for t-shirt sales (Google Form, Google Wallet, PayPal).

8.  Richard Fries (International Bike Race Announcer) and head of Mass Bike giving a talk on Bike Advocacy Thursday, Aug. 11th at the Strong Museum 6:00 pm. RCA should be a sponsor $200-$300 and help spread the word.  Richard Fries is a great spokesperson.
The auditorium has seats for 300, so invite your friends! Then see the bike-in movie at Public Market later that night. RBC gave $100 toward Richard’s $500 speaker fee. Could somebody sell shirts at the Bike-In Movie?

9. RCA will run a corral at Clothesline Festival. Glenn is organizing.
—> Please sign up to help!

10. The Rochester Twilight Criterion on 13 August needs ride marshals.
—> Please volunteer!

CORRECTION: Reconnect Rochester's employee will be based in the Hungerford Building at Rochester Community Design Center, not the Rochester Museum & Science Center.
