Good luck. I've scolded several people already for parking in it while waiting to pick up people coming out of the war memorial, with a half dozen RPD officers 50 feet away directing traffic. All they'll do is tell you to call 311 and pass the buck to parking enforcement. Bollards won't help if there isn't any enforcement. All of the civil and potentially criminal liabilities aside, you'd have better luck and achieve quicker results by taking a page out of the "Stop a Douchebag" movement.
