Open House to Share Plans for East Avenue Highway Resurfacing Project - East Avenue Brighton Route 96 to Village of Pittsford, NY

The New York State Department of Transportation will hold a public information meeting on Thursday, November 2, to share plans about a project next year to upgrade Route 96 (East Avenue) between E. Highland Drive and Route 31F in the towns of Brighton and Pittsford, Monroe County.
The open house style meeting will be held from 5 to 7:30 p.m. in the cafeteria of the Allen Creek School located at 3188 East Avenue in Brighton.

There will be no formal presentation. Highway users, residents and business owners, as well as anybody with an interest in the transportation system, are encouraged to attend the open house to view current design plans and speak with NYSDOT representatives who will be available to answer questions.

The purpose of the proposed project is to improve the condition of a roughly 2.5-mile stretch of East Avenue from E. Highland Drive, just east of the I-590/490 interchange at the Rochester city line, in the town of Brighton to Route 31F (Fairport Road) in the town of Pittsford.

The roadway will be resurfaced as part of the project. To improve traffic flow, pavement markings will be changed to accommodate one travel lane in each direction, a center turn lane and shoulders, as opposed to the two lanes in each direction that currently exist.

Sidewalk ramps will be improved to be ADA compliant and pedestrian signals will be upgraded as necessary. Modifications to the traffic signal system will be made and highway signs will be replaced within the project limits as needed.

Traffic impacts will be minimized as much as possible, but motorists should plan to encounter lane closures controlled by flaggers during daytime hours.

Construction is scheduled to take place in the summer of 2018.

Richard, thanks very much for sharing this. I will plan to stop by this event, as this project is much needed and I want to make sure it gets the support it needs. This would be a great improvement for that stretch of East Ave/Rte 96, and should serve as a model for other roadways in the County (e.g. Rte 441 in Penfield Village, to name only one).

Do we know if what is described as a "shoulder" will be an actual bike lane?

Paul, I would doubt it, based on past conversations we’ve had with leadership at the County DOT—they prefer having multiuse shoulders to dedicated bike lanes. However, this seems to be a NYS DOT project, so perhaps it’s different. Either way, the best way to find out and make your opinion known is to attend the meeting.

That's really odd. I was also struck by the failure to explicitly mention bike lanes. With the avenue narrowing, there is no reason for not including dedicated bike lanes.

No reason other than money for the application of bike symbols. But the shoulder will have proper dimensions for a bike lane. Some do consider a 5' paved shoulder and a 5' painted bike lane, but NYSDOT may be open to adding bike symbols with enough input, unlike mcdot which will not as a matter of course
