Test Device Policy Manager

I am struggling with creating a test of a Device Policy Manager denying and/or approving an applications permissions.

I know an app may only request permissions specified in its manifest and I have yet to find the Robolectric way to simulating the app load life cycle to parse this manifest to construct a test application.

Is this a viable way to test my DPM? Should I abandon this and do it differently?

Any ideas would be appreciated.
