if anyone has a spare sabertooth motor driver in working condition kept with them please give it to the club immediately

If anyone has information what kind of signal(it's form, diagram, type: PWM or PPM) is need to control sabertooth driver - please, answer me!!! Because I send simple PWM or PPM but motor driver is not working. I don't know - what to do?
My device is this -> http://www.dimensionengineering.com/sabertooth2x12rc.htm . For sending signals I used Atmega16.
And I have one more question: on output's pins in my driver I have next voltage(If Power is 8 V) :MA1=4 V,MA2= 4 V, MB1= 4 V,MB2= 4 V. Is it normal?
