The following was received yesterday and I am sending it to the 31 people who 'signed on' to the roadspetition google group, as I don't know if you will have seen it.  It's up to you to decide if you want to respond and which option you vote for. You should reply to Kim at k...@chand.co.za.
 
Note that the vote on options is only available to residents of Gatesville and Quarterdeck which of course excludes us :-(. Note also that you have until tomorrow - Friday - to vote

Dear All

 

On the 26th of April 2012, a meeting was held between the Ratepayers representatives, Paul Booth from the City of Cape Town, the contractors and Chand Environmental in order to follow up on the automated stop-go system which had been proposed as a solution to the traffic issues discussed at the Community Liaison Meeting held at the Bay School on 16 April 2012.

 

The minutes of this meeting are attached for your reference. Please refer to these to familiarise yourself with the different options which have been discussed.

 

It was concluded that the residents of Gatesville and Quarterdeck Roads should vote on the proposed way forward and as such, we would like you to vote on the best way forward to alleviate the problems in the next 8 week period:

 

Option 1: Install a stop-go system at a cost of R300 0000 which will take 4 weeks to install and will also require trenching in order to lay the cabling.

 

Option 2: Install a fixed camera at a cost of approximately R60 000 which would be able to record traffic data such a speed and volume but would not be able to issue fines on Quarterdeck road.

 

Option 3: Install a fixed camera at a cost of approximately R60 000 which would be able to record traffic data such a speed and volume but would not be able to issue fines on Gatesville road.

 

Option 4: Leave the situation as is due to the fact that the road will be opened again in approximately 8 weeks’ time.

 

Gatesville and Quarterdeck Road residents please forward us your response by no later than end of business Friday 18 May 2012.

 

Residents are also to please note the following:

 

The City of Cape Town and the contractors are in negotiation with the traffic department to ensure that no fines are issued for the duration of the construction for parking in the wrong direction in Gatesville Road and an attempt will be made to have all fines which have already been issued during this period waivered.

 

Residents are also strongly discouraged from travelling south bound on Gatesville road and from using this road for pedestrian purposes.

My vote is for option 4 - leave the situation as is in the hope that the work really will be completed by end July.

Hi Steve

 

Surely the cost of 1 or 2 traffic officers on a full time rotating basis with the power to issue fines, is cheaper than first 3 options? And offers a host of other benefits i.e. visible ‘policing’ re security etc.

I think the traffic cops are not an option - we'd vote for 4 if we werwen't disenfranchised!

It is my view that we haven't been given very useful options and that the residents have been painted into a corner, especially considering the long delay of ANYTHING happening since we voted on the automated stop-go system. A clever way of letting us BELIEVE that we are being included in decision-making.
So I would like to vote for option 4 ON CONDITION that stop/go personnel be put in place between 6am and 8am and 4pm and 6pm. The personnel/marshals should also be there to control speed. Getting into my car and driving out into Gatesville Rd at 7am this morning was TERRIFYING. People hare down the cobbled section of Gatesville Rd like there is no tomorrow.

As we seem to be reaching the end of the nightmare, and in view of more disruption and costs, I vote for option 4.   Dorci Carpenter Frank

Not much point in the huge expense of Option1 (is it really R3 000 000?).  Don't believe Option 2 or 3 will have any effect,  so our vote is for Option 4 there being no other realistic affordable alternative.

Hi All,

The Gerbers’ vote for option 4 provided that a traffic cop or a marshall is stationed at the Stop street at Windsor road to enforce the laws. We agree with Cara that we are getting fobbed off by the Council, the road builders, the Ratepayers Association and all the rest. Chand in my opinion is just keeping a lid on things. No worthwhile decisions have been implemented. Just wait for the Clovelly chaos!! Will serve them right.
