SE 51st Ave Sewer Project

Environmental Services is designing a project to install approximately 379 feet of public sewer pipe on SE 51st Avenue, north of SE Division Street. This will correct a nonconforming sewer connection, increase sewer capacity in the area, reduce backups, and help prevent street flooding.

Project Area

The project is located in the Mt. Tabor neighborhood on SE 51st Avenue north of SE Division Street.

Pipe work will occur on SE 51st Avenue starting at SE Division Street and running north about mid-block. Four maintenance holes are spaced evenly along the pipe work, and a dashed line showing the abandoned pipe location is parallel with SE Caruthers Street

Schedule

Construction is tentatively scheduled to begin in spring of 2026.

Tree Inspection Results

Environmental Services recently completed tree root inspections along SE 51st Avenue. This investigation helped engineers determine how nearby tree roots interact with the roadway and underground utilities.

Based on the inspection results, three trees will need to be removed as part of construction:

  • Two large sweetgum trees in front of one property.
  • One smaller tree on the adjacent property that is in poor condition and conflicts with installation of a new sewer service connection.

The inspection showed that the roots of the sweetgum trees are closely intertwined with the roadway structure and underground utilities. Because the street must be excavated and reconstructed to install the new sewer pipe, the trees cannot be safely preserved.

Environmental Services understands that trees are important. The decision to remove the trees was not made lightly. Our team explored options to preserve the trees, but the root conditions and required construction work make removal necessary.

Both affected property owners have been notified.

Tree Replacement

Two new street trees will be planted in the public right-of-way at no cost to the adjacent property owner. Environmental Services and Urban Forestry are working with the property owner to select the appropriate trees that are approved for locations with high-voltage power lines.

Street Restoration Improvements

As part of this project, Environmental Services will repave SE 51st Avenue curb-to-curb in the area where construction occurs. The existing pavement will be removed and replaced with new asphalt across the full width of the street to restore the roadway after sewer installation.

Construction Timeline

Construction may begin as soon as May 2026, depending on final design and contractor scheduling. Before construction begins, Environmental Services will send additional information with details about schedule, traffic and parking impacts, and access to homes and driveways.

What to Expect

  • Work hours: Monday through Friday, 7:00 a.m. to 6:00 p.m. A Noise Variance has been approved for work on SE 51st Ave and SE Division Street, which will allow work outside of these hours.
  • Brief periods of noise, dust, and minor vibration during drilling
  • Temporary removal of on-street parking within the work area
  • Driveway access will be maintained, though short delays may occur
