"Thanks so much for the quick response. This is very good to be able to read these bylaws.

I have compared the differences between p1 streets and p1 sidewalks
and they both seem to have a requirement for clearing within 36 hours. 
the differences being 1) that the street is cleared to bare pavement and the sidewalk to hardpacked
and 2) that the street trigger is 3cm and the sidewalk trigger is 5cm.

The p1 street (Henderson Hwy) had already been cleared once before 6am March 6th and I witnessed it get cleared again at approx 7am March 6. So that is 2 clearings for the street which directed a good amount of that snowfall to the sidewalk, but the sidewalk had not even been cleared once - and there is more than 5cm of snow on it.

1. Please explain why this p1 sidewalk has not been cleared when the street has been cleared 2 times already.
2. Please let me know if it will be cleared before 3pm today March 6.
3. If it will not be cleared before 3pm today then please issue me an email clearly stating that I will have free bus use until this p1 sidewalk is cleared. As that is the route I require to use in order to run home.

Thanks for conveying the City's policy for P1 streets vs P1 sidewalks Maureen.
 
Years ago when I was working downtown, my situation was similar to yours (but Regent/Nairn rather than Henderson): bike (#1 choice), run (when there was loose snow or soft snow), bus (on big snow days with no plowing). I just accepted the "no plowing" reality. I'm glad you've challenged it by pointing out the City's non-adherence to their policy.

I too used to cycle in the summer & run home in the winter months, many years ago.  In my experience most of the sidewalks are not plowed to be safely navigable.  When I complained to the City about the sidewalk on Main St adjacent to the Kildonan Golf Course I was advised they used the space for snow storage, this in spite of the fact there is a bus stop at this location ( they scooped out the space in front of the bus bench, but not the sidewalk to get to it).

Keeping sidewalks clear of snow is a huge issue for the elderly and for those who use public transit.  As for downtown (having worked there for many years) it is my understanding that each business is responsible fir the sidewalk along their premises; the problem is there are many parking lots etc which don't get done.

All that being said "Thanx" for taking up the torch.  I wish you luck with your efforts.
