For those who might be interested in different options for hosting a River4 site in the cloud, I've taken a brief look at Google Cloud Platform and Azure. The most notable thing about these options is that the Google Cloud Platform will provide what I think will be the lowest monthly price for hosting a River4 site, at potentially around $5 per month, which I think may be appealing to folks who are unhappy with the changes that Heroku made.

I've written a couple of blog posts about these two options. With Google Cloud Platform I stated with their Node.js instance, saving a few steps with in the install process, and with Azure I installed Docker and used my Docker River4 container.
