Allows the Admin user to enable or disable users, also provides a readout of information about each user's river.

This seems to have changed the location of my existing rivers.
I created to rivers on 4/16 and 4/17
both worked fine, reachable and everything
now the links from the user page in River2 lead to a 404-error

And the primary river:
http://ec2-204-236-194-210.compute-1.amazonaws.com/rivers/admin/index
I can only find the user'r river:
http://ec2-204-236-194-210.compute-1.amazonaws.com/river2/index
Accessing them through River2 on the EC2 works fine.
