Hi! I was running Portal for ArcGIS on a Windows Server 2012 R2 server for a while until up to a week ago when it suddenly went down. The Portal for ArcGIS Windows Service shows that the service is running but it is not possible to access the portal site on port 7443. I took a look at some of the logs and this is what I got from the Portal logs in the arcgisportal folder:
The portal has been initialized and configured but is not accessible. The internal portal database does not appear to be running or accepting connections. Restart the portal machine or machines and if the problem persists, contact Esri technical support (U.S.) or your distributor (customers outside the U.S.).
I came across the 218010 error code last week, which in that instance turned out to be caused by corrupt indexes preventing the indexing service (and consequently Portal itself) from starting properly. While the indexing service javaw.exe process was visible in task manager, the Portal java.exe process wasn't running; do you see at least two Java processes?
Assuming this looks like your issue and you can login to the Portal Administrator Directory then you could try reindexing your portal by going to system > indexer > reindex with Mode=Full. If you can't access the administrator directory (I couldn't with my issue last week) then try the following:
Hi Craig, thanks for taking the time to try and answer my query. I tried to follow your instructions but got stuck because none of the java services for the Portal were running. Only java services running on Task Manager were the Server and DataStore services.
Thanks for replying. Unfortunately, the server.xml file that is in the tomcat/conf folder is in great shape - opening and closing tags are fine. There are absolutely no issues with the XML file, sadly. Still having the same problem.
we are having similar issue. JAVA process is not running. JAVAW seems to be ok as well as internal DB is running (connection via pgadmin works fien). But, we are unable to open home or portaladmin page.
Other files here mention just a time - month ago - when site location was changed from drive to G: drive. I think this could be the trigger of the issue, because we found, that in some portal configs file the drive was not changed to G: drive. On the other hand, the Portal was running fine for the whole month after site location was changed.
Thanks a lot for your suggestion Fred! It resolved a problem we had starting the Portal for ArcGIS service after a power failure interrupted it during its startup. The C:\Program Files\ArcGIS\Portal\framework\runtime\tomcat\conf\server.xml file had been corrupted (filled with NULL bytes). Replacing it with a valid file and restarting the server machine resolved the issue.

Used to create a new delegate code, add a new delegate, and manage delegate access.
Note: If a delegate already has a code, it's very important to the link delegate feature instead of creating an entirely new code.
Link Registered Trading Partner ID for X12 Reports
Used to authorize someone to submit or retrieve your X12 transactions. Similar to a delegate, you can also authorize Trading Partners to perform certain Provider Web Portal functions on your behalf.

Here you can see their name's, birth date, last 4 of driver's license (or the 4-digit code they were registered with), delegate code, and their status.
A provider may remove a delegate under the Add New Delegate/Office Staff tab or under the Linked Registered Delegate/Office Staff tab. A delinked or removed delegate will no longer act on behalf of that provider location.

Azure Functions lets you run your code in a serverless environment without having to first create a virtual machine (VM) or publish a web application. In this article, you learn how to use Azure Functions to create a "hello world" HTTP trigger function in the Azure portal.
Editing your C# function code in the Azure portal is currently only supported for C# script (.csx) functions. To learn more about the limitations on editing function code in the Azure portal, see Development limitations in the Azure portal.
Because of development limitations in the Azure portal, you should instead develop your functions locally and publish to a function app in Azure. Use one of the following links to get started with your chosen local development environment:
Under Select a hosting option, select Consumption > Select to create your app in the default Consumption plan. In this serverless hosting option, you pay only for the time your functions run. Premium plan also offers dynamic scaling. When you run in an App Service plan, you must manage the scaling of your function app.
Accept the default options in the remaining tabs, including the default behavior of creating a new storage account on the Storage tab and a new Application Insight instance on the Monitoring tab. You can also choose to use an existing storage account or Application Insights instance.
Select Go to resource to view your new function app. You can also select Pin to dashboard. Pinning makes it easier to return to this function app resource from your dashboard.
An HTTP POST request is sent to your new function with a payload that contains the name value of Azure. You can also test the function by selecting GET for HTTP method and adding a name parameter with a value of YOUR_NAME.
When your function runs, trace information is written to the logs. To see the trace output, return to the Code + Test page in the portal and expand the Logs arrow at the bottom of the page. Call your function again to see the trace output written to the logs.

One of the many challenges that social science researchers and practitioners face is the difficulty of relating United States Postal Service (USPS) ZIP codes to Census Bureau geographies. There are valuable data available only at the ZIP code level that, when combined with demographic data tabulated at various Census geography levels, could open up new avenues of exploration.
While some acceptable methods of combining ZIP codes and Census geography exist, they have limitations. To provide additional avenues for merging these data, PD&R has released the HUD-USPS Crosswalk Files. These unique files are derived from data in the quarterly USPS Vacancy Data. They originate directly from the USPS; are updated quarterly, making them highly responsive to changes in ZIP code configurations; and reflect the locations of both business and residential addresses. The latter feature is of particular interest to housing researchers because many of the phenomena that they study are based on housing unit or address. By using an allocation method based on residential addresses rather than by area or by population, analysts can take into account not only the spatial distribution of population, but also the spatial distribution of residences. This enables a slightly more nuanced approach to allocating data between disparate geographies. Please note that the USPS Vacancy Data is constructed from ZIP+4 data that contains records of addresses, it does not contain ZIP+4 data that are associated with ZIP codes that exclusively serve Postal Office Boxes (PO Boxes). As a result, ZIP codes that only serve PO Boxes will not appear in the files.
