During riab-install, when installation is repeated because of
unsuccessful process, the script download tomcat, geonode, riab-
libs.pybundle, geonode-client, risiko_test data and demo_data. If
there would be a check on those big data won't be redownloaded to safe
some bandwidth. Perhaps, they're to be downloaded at /tmp or ./tmp and
not be immediately deleted after installation.

Hi Yus, thanks for raising this. It is really important to avoid redownloading and we did have that at some point, but it must have dropped off.
I have raised this as a ticket:
