Can We Use Rise for Collaborative Development?

I need a diagramming environment that runs on the web that can be access by different authorized users. Gliffy is great, but uses flash. Google Draw in still in it's infancy and ridiculous at this stage for serious work. As a non-profit we can't afford to pay for a huge system. We do have a good linux server "all our own" Can you install RISE on Linux box (CentOS5) and then have different people from around the world access the documents and manipulated the diagrams online?
