Simple BlueSpec Implementation

Hi RISC-V Bitmanip,

A little while ago I put together a fairly simplistic bluespec implementation of the bitmanip extension.  I had meant to share this earlier, but I had some personal stuff that had to take precedence for a while.  But I'm back in action and hoping to flush out some more interesting implementations of it in Bluespec in the near future.

I had a fair deal of fun putting this together, and I'm looking forward to resuming this in the near future.  I'm open for any comments, questions, critiques, or questions here, in the github issues, or over my personal email.
