Testnet has been upgraded to rippled 1.7.0-rc1

As of February 1, 2021, the Testnet and Devnet servers have been upgraded to rippled version 1.7.0-rc1.
The 1.7.0 release of rippled is expected to include three new amendments:
- TicketBatch
- fixSTAmountCanonicalize
- FlowSortStrands
As Testnet is intended to mirror Mainnet in terms of featureset, these amendments have not yet been enabled on Testnet.
On Devnet, TicketBatch has been activated. fixSTAmountCanonicalize and FlowSortStrands have majority and should activate shortly. If you connect a rippled server to Devnet, you should run rippled version 1.7.0-rc1.
