psi-9999.ebuild and some other ebuilds (psi-0.15_pre20110810.ebuild,
psi-0.15_pre20111105.ebuild, psi-0.15_pre20120326.ebuild) has USE="power"
and it tries to make patch
psi-plus/patches/dev/psi-reduce-power-consumption.patch, which does not
exist.

It was deleted more than a year ago by this commit -
https://github.com/psi-plus/main/commit/d40076431af37d0a59323910c932006170a84c9b

Will be better to remove this USE-flag.
