2.14.09 Minutes REVISED

I don't know if anyone's taken time yet to read the minutes I posted a
week ago, but I realized I'd made a mistake in reporting the amount of
soil the design committee reported would be needed initially. I've
made the revision and am posting the corrected minutes with this post.
If anyone sees any other corrections that need to be made, please let
me know.
