maven-rio-plugin and Maven 2.x

I see that maven-rio-plugin is still using dependencies from Maven
2.x. Is that by design or just something you haven't gotten to yet?
Something I could work on, perhaps?

Also, because maven-rio-plugin doesn't reference its parent a new
developer can't build Rio from the root without first building
maven-rio-plugin. It can't be resolved by the other modules that
depend on it. Again, was this by design or would a small patch be in
order? (Again, I can do it. Didn't want to create a Jira ticket if
there was a reason why things are the way they are.)

Feel free to make the changes. I was actually thinking that it could be it's own project as well.

Yeah, might make sense, perhaps. I'll take a look at making the
changes in-place and you can move it if you'd like.
