Looking to get rich or be a Pirate Legend? Look no further than some of the best Emissary flags in Sea of Thieves. Emissary flags can be the difference between getting a bit of reputation and loot or being well on the way to being a true Pirate Legend. It's no secret that having one of these raised while completing relevant quests is one of the best ways to make money in Sea of Thieves, but some are arguably better than others.
However, it ultimately depends on what the crew is looking to increase or what quests they choose to accept. After all, if Gold Hoarders is the only trader to not be at 50 then it's worth raising that flag and grinding out some good quests. That being said, some will be much more enjoyable than others.
The main reason that this emissary isn't the best is due to how hard it is to get to a point of completing the quests and actually succeeding. Not only does it require the player to be a Pirate Legend but it's incredibly slow to increase and can be a real challenge to unprepared pirates, not to mention how many steps there are in one quest. It's definitely not for players looking for a quick game.
Nevertheless, if the crew are all Pirate Legends then they should put this flag up and try out some quests. They can be particularly enjoyable and provide a challenge many may be needing in this open-world game. They're versatile, allow the crew to explore previously uncharted aspects of the game, and will bring enough teamwork to really make the whole crew feel just like Pirate Legends.
Gold Hoarders are perhaps one of the more common traders pirates sell to. No matter what island or part of the sea they sail on, it's rare for a crew to come back without at least a few items to sell to the Gold Hoarders. So, if shiny things are a priority then it would be wise to grab the Gold Hoarders emissary, even if some quests are a little boring.
Perhaps the most enjoyable and rewarding quest comes in the form of vaults. They involve a bit of tracking, some great riddles, and a lot of teamwork. It won't level the crew up greatly but luckily, the leveling up will come through other emissaries rather than needing to focus on this one.
The Order of Souls emissary is ideal for any crew that just loves to fight but doesn't necessarily want to fight other players or other ships. They can practice their one-on-one combat with some skeleton bosses, or try their luck against ghost ships or really anything the game can throw at one ship. This variety in battle makes it a great emissary to get hold of if the crew are needing to practice their combat or just love a bit of island hopping mixed with a lot of destruction.
Thankfully, despite the proximity to combat, it's not too challenging to complete or raise the level of the flag. It's also undeniably enjoyable and is a necessary skill to learn in a PVP game. Certain quests might not increase the emissary as much as many hoped, but it's still worth it for the amount of skulls players will inevitably find on their journey.
When it comes to loot and the value it brings, the Reaper's Bones emissary flag comes out on top. The only reason it's not the best in the game is the amount of risk it brings. Most of the time, the Reaper's Bones quests are challenging, and they give out more rewards for items stolen from another crew's ship. This means the crew needs to be good at the quests, and excel in combat, something that takes a while to learn.
Another thing to remember is the notion that when this emissary flag is on the ship, the crew and ship itself will be marked. Luckily, if grade five is achieved, the crew can also see other ships with emissary flags, allowing them to go on the hunt with ease.
If the main aim is to get to Pirate Legend or to simply increase the reputation of the Merchant Alliance then the emissary flag is the best way to do it. Combine an emissary flag with the sunken merchant ship questline and pirates will find their flag at grade five in the space of one enjoyable quest. It involves looting islands, searching the high seas for lost treasure, and looting a sunken ship practically filled to the brim with treasure.
It's perhaps one of the easiest emissary flags to level up and will be the most profitable choice if money is what the crew is looking for. Either way, if the crew completes one quest and hands it all in, they'll see a great profit and should have a great time hunting for the lost merchant ship that succumbed to other pirates or the deadly waves in the Sea of Thieves.
Sailing the Sea of Thieves is all about making as much gold as you can. Emissaries are the best way to stack earnings quickly, although there are both pros and cons to donning the flags of one of the game's five trading companies.
These are the Gold Hoarders, fans of all things shiny, the Merchant Alliance, fond of yummy boxes of tea (the less soggy, the better), the Order of Souls, who have a creepy affection for skulls, the Athena's Fortune, for only the most skilled pirates, and the Reaper's Bones, for those who prefer to sink ships rather than dig for treasure. Emissaries are essentially a method of structuring your gameplay for your next long Sea of Thieves session. Each emissary will require something different of you: for example, while flying the flag of the Order of Souls, you should prioritize quests that reward you with skulls, as these sell for a greater value with the Order of Souls. Each emissary is different.
Four of the emissaries (The Merchant Alliance, Order of Souls, Gold Hoarders, and the Reaper's Bones) are available for any player to sign up for on one of the starting Outpost islands. The Athena's Fortune is also available at the Outpost, near the tavern, but can only be accessed once you reach the rank of Pirate Legends.
Getting to rank 15 is fairly simple, and you should start to gain rank points via completing quests for the emissaries. Once you hit rank 15, the progress you make in terms of gold and emissary levels starts to skyrocket.
The emissary flags denote which emissary you and your crew are sailing with. This doesn't work like a flag that flies at the top of your crow's nest, but rather at the back of the ship. To raise it, you just need to get all the crew members to vote for the flag at one of the tables allocated to the emissaries. Lowering it works the same way, although you probably don't want to lower it before you sell all your hard-earned treasure.
Each emissary has a unique playstyle. To reach the rank of Pirate Legend you will need to play as all of them eventually, but here's a rundown of each emissary, and the sort of quests, missions, and tasks you'll be doing for them.
Gold Hoarders, as you might have guessed, are concerned with all things gold. This means they'll send you on quests to dig up treasure chests, with up to three Gold Hoarders voyages available in your inventory at any given time.
You can earn emissary reputation when sailing under an emissary flag by completing all sorts of events, including picking up treasure chests and mermaid gems, completing the riddle maps, or defeating the Megalodon. You earn ordinary reputation by selling treasure to the Gold Hoarder representative at an Outpost. You don't need to be flying their flag to sell treasure to them.
The Order Of Souls sends you on bounty voyages, on the hunt for bounty skulls. These are usually a bunch of different maps that lead to the location of pirate captains, with the captains becoming harder to defeat depending on the level of the voyage.
At rank 25, you can purchase a Ghost Ship voyage which sends you off to take down a ghostly ship and their crew. These reward Ghostly Skulls which can be sold back to the Order Of Souls representative. To earn rank reputation with the Order of Souls, just sell Mermaid Gems and any Skulls you find lying around.
There are a variety of different voyages available from the Merchant Alliance representative, found on the docks of any Outpost. These could be collecting lost treasure, delivering goods to another Outpost, or collecting trade goods, like locking up a pig from an island and delivering it to a set location.
Unlike the other emissaries, the Reaper's Bones do not offer voyages. It's left up to you to decide how you want to serve the company, usually pillaging other crew's loot and completing ordinary world events. You can sell just about any treasure you want to the Reaper's which makes them an easy go-to emissary if you're just looking for a quick Sea of Thieves session.

Voyages for the Athena's Fortune comprises elements of all the other emissaries, eventually leading towards a Chest of Legends, one of the most valuable treasures in the game. You'll end up doing all sorts of things, like digging up buried treasure, hunting down skeleton captains, and solving riddles. Ideal endgame content for experienced Sea of Thieves players.
The whole point of flying an emissary flag is to get more gold. Between the five grades of flags, by the time you reach the final grade (grade five) you are making a massive 150 percent extra on any rewards turned in, which means gold, emissary reputation (for your emissary rank), and emissary value.
All your hard work for the various emissaries can pay off in the long run. All Pirates are entered into the Emissary Ledger, basically a game-wide leaderboard for the most successful emissaries of the month.
If you find yourself in the top tiers of emissary value at the end, you will unlock unique cosmetics depending on which emissary you climbed to the top with. Once you've got your rewards, it's all reset and you have to start all over again. Yo, ho, ho, a pirate's life for you.
