Howie, In some cases where a permit is required, such as in Interstate trucking-where certain states would require a Highway Use permit or Fuel use permit, an application showing that the required fee was paid would suffice. And it was that way out of necessity. Seldom would a trucking company have advance notice of a move. Perhaps that would be the case with this, how often does an organization have that degree of completion at the <60 day mark before an event?
