Odisha Vikas Conclave: As I See It
This Year's Odisha Vikas Conclave(OVC) like last one in 2016 have created a lot of enthusiasm among the Civil Society Actors. It has been a wonderful platform for people to meet one another and have a big smile to express that they have not missed the bus! Some senior Civil Society Actors have been critical of such a jamborie stating that after such an expensive and big affair in 2016, neither the state nor the central governments has taken cognisance of the recommendations! The organisers owe an explantation! Some one has raised the issue of Ends and Means! Some critics have questioned the hidden agenda of this kind of mega event!
Development processes at the Micro-level and Macro-Level are different and they need skilful and strategic action to get a synergy! Many of the civil society actors are not above-board with so many skeletons in their cupboards. Corporate and the Government are watching and taking messages how many can be co-opted.
I have a philosophical understanding of people coming together being influenced by Albert Camus - EFFORTS OF EACH ONE OF US AND UNION OF ALL! Hence, I had participated in the OVC in my own way. I was chairing Panel Discussion in 4 themes - Education, Employment, River Ecology and Tribal Empowerment in a single day. I had also presented a PPT in the Food and Nutrition debate. Everywhere I noticed that so called experts are wanting to talk and talk and monopolise the discussion completely disregarding the time constraints and the endurance of the audience. 
This year's OVC has attracted less Ministers and Officials of the State Government without any explanation. May be a brilliant speech by a Central Minister was loud enough to be heard everywhere forcing some people to shrink! 
The Hunger, Unemployment and Poverty issues of Odisha particularly of STs, SCs and marginalised communities need a voice of articulation from these communities themselves. The NGOs supported by Government and Market must not try to replace these voices!
