Rez provides? How to handle maya providing pyside2 and python?

I feel like this has been talked about for a while, so sorry if I'm missing the right solution, but is there a way to say that a maya rez package provides 'python-2.7', and 'pyside2-5'?

Separately, how do we subscribe to the rez-talk slack channel these days?
