Aborted communication, verging on mind-boggling

To the responsible parties -
The last communication from the School District I received as: Outreach Message Hastings-on-Hudson <BLACK...@HASTINGS.K12.NY.US>
was on September 17, 2013.  Since that time, every electronic communication from the School District has been routed through the Village's communication system, and yet, except for the email notice, quoted below, there has been deafening absence of notification about the actual bond vote, today.

Subject: Hastings School District Reminder: Info Session on Bond Sunday

This email is being forwarded on from the school mailing list for informational purposes as it represents an issue of potentially broad interest to the community.

This is a reminder that there will be a final information session on the facility project bond referendum the public can attend tomorrow, Sunday, October 20 at 1 PM.  The meeting will take place in the middle/high school library located in the Farragut Complex.  Voting on the facility project bond referendum will take place Tuesday, October 22 from 7 AM to 9 PM in the Cochran Gym, Hastings High School.
Why has communication through the District's Outreach system been suspended?
Why has there been NO specific communication announcing today's Bond vote?
Why is there NO announcement on the District's Webpage announcing today's vote?
Why does the Upcoming Events listing on the District's Webpage begin with October 23, the day AFTER the bond vote?
Why is there no notification (as of 10/22/13 @ 5:45 AM) on the Village's website?  It does list Halloween, last Sunday's bond info session, and tonight's BOT work session!
Why was announcement of bond vote completely absent from announcements at conclusion of at last week's Board of Trustees meeting?
Why was bond information from the School District being offered at the Rec Department offices?

I'm sure there must be a reasonable explanation for all of this.
