How to change the picture repository to local instead of Gravatar.com?

All people's pictures are the same, with the default on Gravatar.com.  I want to change the pictures's link to local repository,  how to do?

Is there a solution available to deactivate gravatar?
We're using Reviewboard in an enviroment without internet access and loading of the avatar fails every time.

This feature doesn't exist today, but I'd take a patch to add an administration setting to disable gravatars.
