Regression: can't enter "BUG TRACKER" URL

I think the regression occurred in the 3.0.x series.
When editing a repository, under "BUG TRACKER", with "Use hosting service's bug tracker" unticked, all URLs are rejected. I've tried this for Bugzilla and JIRA "Types".

The error is something like “this field must be provided” (from memory). The URL I typed was http://bugzilla.COMPANY.com.au This value previously worked. In fact, just editing an existing repo and clicking “save” without making any change gives the same error.

Correction: "This field is required." And the value that was entered gets cleared.
