postreview problem in Windows "changeset is unmodified"

I use post-review.exe <changeset number> and keep getting the message
"Warning: <file> in your changeset is unmodified" although I am
posting brand new files or files with clear changes. Has anyone
encountered that? Any idea to trouble-shoot?
