Can't add a user to a repository

I want to add a new user to a repository, so that he can access the reviews for it.
However, when I type into the "Search for user" box, I do not get the suggestion box with the matching usernames and I can't click on the user to add it.
It doesn't work if I type the full username and hit enter as well
This is on Google Chrome 77.0.3865.90, and Firefox Nightly.
Checking in the inspector - a XmlHTTPRequest is made for each typed character of the username, with the correct results in a JSON response.

The version of ReviewBoard is 3.0.15.
