New release: Review Board 4.0.6

Hi everyone,

Review Board 4.0.6 is now out. This is primarily a bug fix release, addressing issues in the diff viewer, database upgrades, Mercurial, and more.

There are some new diff parsing and related API improvements for working with symlink target changes and UNIX file mode changes. Some of this is forward-looking for Review Bot 3 and Review Board 5 work.
