Improve visual appearance of "Security Center" in admin

What version are you running?

release-4.0.x

What's the URL of the page this enhancement relates to, if any?

/admin/security/

Describe the enhancement and the motivation for it.

The HTML wrapping the security center content is still using some older layout and CSS classes. We'd like to update this to look more like the other pages a white box with rounded corners).

For reference, I'll attach some screenshots showing the difference on my local server. The difference in appearance a bit subtle - notice, for example, the dropshadow in the dashboard widgets is missing from the security center.
